Local Government and Community Development Program is part of Ministry of Local Development. It was established to encourage and empower the local public in the local development area in conjunction with local government bodies like district development committee, municipalities and local village development committee and providing funding.
Its aim is also to support the decentralisation system of development in the nation amongst the local government trying to reach all the 3,915 Village Development Committees, 58 Municipalities and 75 District Development Committees of Nepal.

Udayapur or Udayapur District is one of the seventy five (75) districts of Nepal. The district of Udayapur is in the state of Sagarmatha in the Eastern Nepal. It covers an area of about 2,063 sq km with a population of about 290,000 and Gaighat also known as Triyuga is the capital or headquarter of Udayapur District.
Udayapur district shares its border with Sunsari, Dhankuta, Bhojpur, Khotang, Okhaldhunga, Sindhuli, Dhanusa, Siraha and Saptari districts of Nepal. Transport system is avereage in some parts of the district while other parts are work in progress and needs developing. Sagarmatha Highway is the main highway of the district which connects the district to other parts of the nation. Gaighat or Triyuga is the only municipality in the district and the other larger town in the district is a town of Katari in the western end of the district. All the government district head office of Udayapur District is located in Gaighat/Triyuga municipality.
Sunkoshi River runs on the northern border of the district which later on joins other large rivers to form Sapta Koshi, which is also the eastern border of the district.

Sagarmatha (सगरमाथा) State Map – Nepal

Sagarmatha State also known as Sagarmatha Zone is one of the fourteen (14) states of Nepal. The state is named after the world’s famous and highest mountain Sagarmatha known as Everest to the world. The state of Sagarmatha is decorated with white snow and the Himalayas on the north, green valleys, rivers and mountains in the central and flat green lush plains on the south.
It is bordered with China (Tibet) on the north, Koshi State in the East and Janakpur State on the west and Bihar on the south. Sagarmatha is divided into six (6) districts namely: Khotang, Okhaldhunga, Saptari, Siraha, Solukhumbu and Udaypur. Sherpas and Tamangs lives on the far north Himalayan regions, Rais on the north, central and upper southern plains of Terai, but Chettri, Bahuns and Newars also have made this part of the state their home. Beside all sorts of mixed castes in the Terai, Tharus are one of the most common people and the native of the southern part of the state as well as Nepal.
Transport system is reasonably good on the southern parts of the state, while the central and north are still in process of development. While air travel is one of the most frequent and common on the north and far north of the state, with Solukhumbu District itself has three (3) airports (airstrip): Lukla, Phaplu and Syangboche. Other airports are in Thamkharka, Lamidanda and Rajbiraj.
It is also rich in mountaineering, trekking, peak climbing, river rafting, Sun Koshi, Tama Koshi, Bhote Koshi and Dudh Koshi are some of the major rivers state which later on formes to be Sapta Koshi, also the south-eastern border between the State of Sagarmatha and Koshi State. Sagarmatha National Park on the north and Koshi Tappu Wildlife Reserve (western part) home of wild water buffalo and hundreds of bird species and fresh water dolphin is also located in the state.
Some of the towns of Sagarmatha State are: Namche Bazar, Salleri, Junebesi, Mukhli, Jubu, Aiselukharka, Okhaldhunga, Rumjatar, Diktel, Lamidanda, Buipa, Nerpa, Dorpa, Phedi, Khartamcha, Kharmi, Sukrabare, Patheka, Kudung, Baspani, Baksila, Khokma, Halesi, Khotang Bazar, Triyuga, Lahan, Mirchaiya, Katari, Fatephur, Beltar, Bhardaha, Tapeswori, Siraha and Rajbiraj.
The State of Sagarmatha covers an area of 10,591 Sq.km with Rajbiraj as its capital city.
